Well, according to a government informant tetifying in the Hayat trial, Dr. Ayman Zawahiri was living in Lodi California during 1998 and 1999!

No "domestic" wiretapping. Binny could call Dr. Z's neighbor, which NSA tapped. Then the good neighbor strategized with Z via his AT&T land line. NSA could stare, but no "wiretapping".
